66The Ministry of Public Administration, Provincial Councils and Local Government (MPA) has issued a circular directing all institutions to implement annual transfer decisions of Combined Services officers without delay.
The directive, issued with approval of the Public Service Commission (PSC), states that transfer orders cannot be withheld, amended, or postponed once finalised.
It says appeals must be made through the prescribed online process to review committees, the PSC, or the Administrative Appeals Tribunal.
The ministry also instructed that transfer orders must be implemented even while appeals are being considered.
Heads of institutions have been instructed to ensure implementation on the scheduled date without exceptions.
